Saudi Arabia

As part of the revised procedures by the Saudi Customs Authority pertaining to the inspection of shipments coming through express carriers, we would like to keep you informed of the processes your shipments will go through from hereon:

Currently, all shipments up to a value of SR10,000 are cleared by our broker with the importer of record (IOR) specified as SNAS Trading (DHL partner).

The new customs rules covering all shipments with a commercial value of US$100 or more require the actual consignee, or final receiver, to be identified as the IOR and the customs declaration form must be accompanied by a copy of the consignees commercial registration and a copy of the letter authorising our broker to clear the shipment on your behalf.

As an exporter to Saudi Arabia and you’re shipping goods with a value over US $100, it’s important to take note of the following:

  • The importer’s Commercial Registration number should now be quoted on invoices and Waybills.
  • Check whether your product needs certification from the Saudi Standards, Metrology and Quality Organization (SASO).
  • Certificates must be from a recognized inspection company in the country of origin. They must also accompany your invoice.
  • Quote the HS code (6 digits), along with a full product description, on your invoice
  • High-value shipments (over US $2,500) must be accompanied by a Certificate of Origin
  • Telecommunications equipment needs prior approval from the Communications & Information Technology Commission (CITC)
  • Medicines, vitamins, cosmetics and food all need approval from the Saudi Food & Drug agency.
  • Passport or personal identification numbers should be quoted on the paperwork if you are shipping to an individual

China

The following regulatory changes impact imports into China from all exporting countries:

Customs Registration Number

All shipments, except documents and personal, will require an Importer Customs Registration Code (a 10-digit customs code) to be provided by the exporter for customs declaration.

Harmonized System Code (H.S. Tariff Codes)

All shipments, exception of documents, being imported into China must be declared with an H.S. code.  The appropriate customs duty, tax and VAT will be charged. This includes samples and advertising articles valued at 400RMB or below.  These commodities were previously granted duty-exemption but are now taxable.

Limitations to Personal Shipments

A shipment value above 1000RMB ($145USD) cannot be considered as personal and will require importation by a registered importer.

Please note that a packing list, provided by the shipper in addition to the commercial invoice, should specify the total number of packages and a brief description of the contents of each package.

A packing list is required as follows:

  • For all high value import shipments (above 5,000 RMB) into China.
  • For Formal Entry Shipments – shipments requiring import license/permit/quota/special clearance documents; and/or shipments where consignee is expected of a special requirement (e.g. repair & return, duty exempted shipments and etc).
  • For shipments over 100 kg in weight.
